«The defense procurement system requires clear rules, quick decisions, and effective supply,» the Defense Procurement Agency noted, announcing the appointment of Arsen Zhumadilov.
The Defense Ministry agency emphasized that the main priority is not just concluding contracts, but the timely provision of the Armed Forces of Ukraine with the necessary weapons in the required quantities.
The State Logistics Operator team thanked Arsen Zhumadilov for his effective management, trust in the team, and the opportunity to learn. «Under his leadership, DOT not only launched, but became an institution that implemented qualitative changes in logistics,» the statement said.
DOT reported that Andriy Sozansky was appointed as the new head to replace Zhumadilov, who will be the acting executive director. This decision was supported by the supervisory board. And Arsen Zhumadilov called him a person who knows the system and processes well.
«Andriy Sozansky has been part of the team since the creation of DOT. He has significant experience in procurement and logistics, has a deep understanding of the system and processes, and shares our values,» DOT noted.
Arsen Zhumadilov headed the «State Operator of the Rear» about six months ago, on October 30, 2023. According to him, the current position of director of the AOZ was not a career dream, just like when he became the head of the DOT. «In both cases, we are talking about launching institutions, when the role of the leader is key. There is no option to simply continue „as it was“ and work in a calm mode at „cruising speed“. You have to roll up your sleeves, rebuild, form another field within which your institution will really become useful for the state and society,» he added.
Speaking about the plans of the Defense Ministry, Zhumadilov emphasized the high expectations of all those involved in the defense sector. «Changes are objectively overdue and, perhaps, overdue,» he added.
