The Cabinet of Ministers allowed the issuance of a European traffic accident report through "Diya": without the police and paper forms
Drivers will no longer have to fill out paper forms and go to the insurance company to file a minor accident. The government has adopted a resolution that opens the possibility of fully filing a European accident report in the «Diya» application starting in the first quarter of 2026.

According to the Ministry of Digital Transformation of Ukraine, the new service will combine all the steps that are currently scattered between paper forms, third-party services, and contacts with insurance companies. Instead of filling out forms at the scene of an accident, drivers will be able to create a joint electronic report about the incident directly in «Diya».
The application will pull the necessary data from state registers — driver’s license, vehicle registration certificate, information about the insurance policy. This should reduce the number of technical errors due to which insurance companies often refuse to pay: incorrectly indicated surnames, car or policy numbers. After filling out, all participants in the accident will confirm the document using Action.Signature, which gives it legal force.
The Europrotocol in «Diya» is intended for cases when there are no injured parties, the participants agree on the circumstances of the accident and have a valid motor vehicle insurance policy. In such situations, there is no need to call the police or wait for registration on the spot. The status of the insurance case can be tracked in the application itself, without additional visits to the insurance company’s office.
The paper format is not completely disappearing: it is being left as an option for those who do not use a smartphone or cannot constantly have access to the Internet. The document in PDF format can be printed out independently or obtained at the CCC or at the insurer’s office, but the electronic record generated in the digital system is considered the basic one.
According to Deputy Minister of Defense for Digital Development Oksana Ferchuk, the transition to electronic documents in other state registers has already shown that digital circulation reduces the risks of data loss, damage or falsification. The registration of the Europrotocol in «Diya» fits into the general course for the digitalization of state services: from electronic rights and technical passports to online registration of car insurance and fines. The next step will be a full-fledged online registration of minor road accidents, where all actions will be recorded in the digital system, and not on paper.
