The Cabinet of Ministers has normalized automatic military registration and added online registration of 17-year-olds to Reserve+
The Cabinet, at the initiative of the Ministry of Defense, adopted changes that remove unnecessary bureaucracy in military registration: young men turning 17 will be able to register remotely in Reserve+ for the first time, certain categories will be registered automatically, and withdrawal upon reaching the age limit will also take place without additional visits.

The Ministry of Defense announced the update. Changes have been made to the Procedure for organizing and maintaining military records of conscripts, military personnel and reservists (CMU Resolution No. 1487 of December 30, 2022).
What exactly is changing?
First registration (age 17). Every year from January 1 to July 31, male citizens who turn 17 this year can register remotely via the Reserve+ mobile application or in person at the CCC and SP. It is not necessary to go through or receive a referral to the VLK.
Automatic registration (ages 25–60). Those who are not yet registered with the military without legal grounds will be automatically registered. This reduces manual operations and the number of visits to the CCC and SP.
Automatic deregistration. For citizens who have reached the age limit for being in the reserve, the deregistration procedure is being transferred to an automated mode. Heads of state bodies, local governments, enterprises and institutions must, within 7 days, make marks in the lists of personal military registration of employees who have reached this age.
Reserve+ acts as an electronic office for conscripts, conscripts, and reservists, so initial actions can be performed without going to the CCC and SP. Process automation synchronizes data between registers, shortens the processing times for applications, and reduces the burden on recruitment center employees.
The Ministry of Defense emphasizes that digitalization is a step towards a modern «electronic CCC»: transparent rules, less paperwork, clear deadlines for citizens, and clear obligations for employers (operational marks in the accounting lists). According to Artem Romanyukov, head of the Digital Transformation Directorate of the Ministry of Defense, automation makes the system more efficient and convenient for people.
Resolution No. 1487 is the basic document regulating military registration in wartime. The current changes formalize the already begun digital transformation: they transfer primary procedures to the application, automate «age-related» actions, and oblige employers to promptly update the status of employees. The result is fewer queues and the human factor, more transparency and controllability of processes.
Previously, dev.ua wrote about how the First Deputy Prime Minister and Minister of Digital Transformation of Ukraine Mykhailo Fedorov spoke about the deployment of the digital military accounting system «Impulse» in the Defense Forces. It is planned to be integrated with «Army+» and other digital services for the military.
