On August 5, three Russian ballistic missiles completely destroyed the Rozetka distribution center in Brovary, which processed over 100,000 orders daily. The company estimated the loss of goods and property at over UAH 1.1 billion.
In early October, Rozetka appealed to the parliamentary tax committee. The company proposed:
Allow affected businesses to defer tax payments without interest or collateral.
Cancel scheduled tax audits.
Simplify confirmation of reporting if documents were destroyed by shelling.
But the Ministry of Finance did not support any of the proposals. The ministry explained that the loss of one warehouse does not mean that the company cannot pay taxes. After all, it may still have other assets and sources of income.
The ministry also explained that deferring taxes without interest creates risks for the budget, and extending the moratorium on inspections contradicts Ukraine's obligations to international partners, in particular the IMF. The Forbes article does not specify why the Ministry of Finance did not support simplified reporting for enterprises that lost documents due to shelling.
Other companies need similar support mechanisms. For example, Biosphere, which lost its warehouse in Dnipro and 30% of its logistics capacity, is offering a two-year moratorium on inspections, credit holidays, and more affordable war risk insurance.
"Refusal without alternative solutions indicates an excessive focus on filling the budget here and now," says Iryna Nesterenko, Vice President of Biosphere.
According to Danylo Hetmantsev, chairman of the parliamentary tax committee, a business that cannot fulfill its tax obligations due to the war has the right to apply to the State Tax Service with a corresponding application and provide evidence.
Hetmantsev also noted that during meetings with entrepreneurs, war risk insurance and accessible loans for affected companies were discussed. According to him, the government is already working on these mechanisms.
"We held meetings with businesses on a committee basis, and the financial requirements included a mechanism for insurance against war risks and cheap loans. The government is working on this," he claims.
Previously, dev.ua wrote that 44 stores that lost goods as a result of the destruction of the Rozetka warehouse in Brovary reported losses of about UAH 112 million and demanded compensation from the marketplace.
