According to the Ministry of Defense, the basic minimum means a guaranteed monthly replenishment of FPV brigades, reconnaissance, bombers and other UAVs in addition to state supplies, eBals and other purchases. The logic of the decision is that units can plan defense with a projected resource, and not close the deficit point by point. In parallel, the Ministry of Defense is working on centralized provision of the army with Starlink terminals and pickup trucks.
The second change concerns needs management. The ministry said that in the near future they will switch to an automatic model of needs formation to calculate the real request based on data from the front. This should reduce manual influence on what exactly and in what quantities gets into procurement plans. As part of this approach, the Ministry of Defense revised the annual targets for drone provision and formed a procurement plan. The department reported that there will be more interceptors, FPV, fiber-optic drones, reconnaissance drones and strike drones for operational depth, and the first quarter has already been contracted. It was separately emphasized that the need was formed for the first time based on data to minimize subjective influence and corruption risks.
A parallel direction announced by the Ministry of Defense is ground robotic complexes. In 2026, they plan to increase their number several times and transfer part of the logistics to the NRC in order to reduce personnel losses. The ministry also reported on testing products that could become an alternative to the «mavics» using AI, with further scaling after testing.
The decision was announced by Defense Minister Mykhailo Fedorov after a trip to the Zaporizhia, Dnipropetrovsk, and Kharkiv regions. During his work, he held meetings with the South Command, the Commander of the Joint Forces, Mykhailo Drapaty, and the Commander of the Unmanned Systems Forces, Robert Brovdy, and also collected proposals from air defense units, mechanized, and airborne assault brigades.
