The Ministry of Defense will launch the "mobilized check-in" system and digital tracking of military conscripts
The Ministry of Defense is preparing a «mobilized person check-in» system, which will allow real-time tracking of the path of a conscript (from the appearance of an electronic document to arrival at a military unit) and recording all actions with him in state registers.

The new initiative was announced at the Digital Defence Forum in Kyiv by the head of the Main Department of Information Technologies of the Ministry of Defence, Oleg Berestovy, Interfax-Ukraine reports. According to him, the «mobilised check-in» will be launched in stages on the basis of the defence ministry’s already established digital services.
The first step will be an electronic military registration document in the «Reserve+» application and office. The «Oberig» register will record who scanned the QR code of the document and when, and what further actions were taken with the conscript. This should remove «gray areas» in the work of the CCC and create a digital trail for each action: from checking documents to changing a person’s status.
Next, the system will cover the stage of passing the military medical commission. It is planned to introduce electronic referrals to the VLK and electronic conclusions to minimize paper document flow and controversial situations around suitability or deferral. After decisions are made, the algorithm will automatically generate name lists of mobilized people for sending to training centers.
The arrival of mobilized personnel to the training center will be recorded by transferring data from the «Obereg» to the «Impulse» system. The serviceman’s subsequent transfer to a specific unit, his enrollment in the unit, and key personnel changes will also be recorded there. In fact, the Ministry of Defense wants to build continuous digital tracking — from the first scan of the QR code to arrival at the combat unit.
A separate task of the system is to detect anomalies, in particular cases of unauthorized abandonment of a part. A continuous data chain should make it possible to more quickly notice «gaps» in the route, analyze the causes of such situations and introduce safeguards, based not on assumptions, but on specific entries in the registers.
«Mobilized Check-in» is based on the already known IT solutions of the defense department: «Reserv+» is used as a digital tool for military accounting, «Oberig» is the basic registry of data on military conscripts, and «Impulse» is responsible for managing personnel in military units. The next steps of the Ministry of Defense should turn these separate systems into a single digital «road» for mobilized personnel — from the first contact with the CCC to service in the unit.
Previously, dev.ua wrote about how in 2026, users of the «Reserve+» application will be able to receive notifications when a summons is generated or sent to them. The option is promised to be made voluntary: it will need to be separately enabled in the settings.
