According to the Judicial and Legal Newspaper, a notification principle is proposed for transport companies: the right to provide taxi services will arise after submitting a notification to the land transport safety authority. For self-employed drivers, an electronic certificate is introduced in the state system for two years, and the fee for it is set at the level of one subsistence minimum.
A person aged 20 or over with a category B license valid for more than two years, after an annual medical examination, without an unexpired criminal record and with a restriction on traffic violations: no more than five in the previous year, will be able to drive.
Self-employed drivers are planned to be allowed to accept orders only through platforms. A platform is understood not only as an application or website, but also as a telephone dispatch service. The operator must check the availability of valid insurance upon connection; if there is no policy, the service must either provide liability insurance or disconnect the driver.
For taxi rides, the bill prescribes a taximeter, car markings, and a unique code in the cabin or under the windshield so that the passenger can check the driver and car in the state system.
The document expands control tools, including on-site inspections, control orders, and open source data analysis. Fines are provided for violations of labeling requirements, admission to work without the right to transport, and for platforms that do not meet technical requirements. This is currently a draft, so its rules may still change during consideration.
