According to the minister, the partnership with ElevenLabs opens up the opportunity to «animate» responses in chats of government products — from information bots to helpdesk services. On stage, Fedorov demonstrated how the «Digital Mikhail Fedorov» bot responds to him with his voice, in particular, giving personal book recommendations. The nearest plans include expanding voice capabilities to other scenarios, in particular in consultations about services.
The bot communicates in «live» language in two modes — text and voice. The most interesting requests are routed directly to the minister.
The user goes to @thedigital_bot, logs in through «Diya» and asks a question by voice or text. AI analyzes the request and generates an answer. Important: the bot does not have access to users' personal data and works on the basis of open sources; ElevenLabs technologies are used for the voice, and the script itself is compiled on the n8n platform.
The Ministry of Digital Affairs positions the «digital twin» as a new channel for attracting feedback and talent: ideas from the fields are not lost, and communication becomes faster and more transparent. The voice interface lowers the entry threshold for users who are more comfortable speaking than writing, and allows you to scale consultations without increasing the support load.
The company was founded in 2022 by former Google and Palantir employees Piotr Dabkowski and Mati Stanishevsky; in September 2025, it was valued at $6.6 billion. Its speech synthesis technologies are used by media providers, educational platforms and developers, and now by Ukrainian state services.
The Ministry of Digital Affairs is preparing to launch a «digital Fedorov» also on WhatsApp and promises to scale voice scenarios in public services — from information consultations to navigating complex procedures. The team emphasizes security: answers are generated within the framework of policies, and sensitive data is not processed by the bot.
