DOU has published the results of a large-scale survey of 13,000 Ukrainian IT professionals about the companies they work for. Based on their responses, a ranking of the best IT employers in 2025 was formed.
The DOU rating covers companies with 80 to over 1,500 employees. During the year, companies evaluated specialists on 19 characteristics related to six sections. These included: compensation, working conditions, career, project, corporate culture, and social responsibility.
In the questionnaire, IT professionals could rate their companies on a five-point scale, where 5 means high satisfaction and exceeding expectations, and 1 means extreme dissatisfaction. The company’s overall score is the arithmetic average of the scores in all sections, converted to a 100-point scale.
The best among companies with up to 200 employees was Empat, which provides a full software development cycle — from system architecture and engineering to UI/UX and go-to-market.
Among companies with up to 800 employees, Leobit was the winner. It is a provider of web application development, artificial intelligence and .NET services for technology companies and startups located primarily in the US, EU and UK. The company has offices in Austin, Texas (US), Tallinn (Estonia), Krakow (Poland) and a development center in Lviv (Ukraine).
Among IT employers with up to 1,500 employees, UPSTARS was named the best. It creates products in the iGaming sector and became the third company in Ukraine to receive a B2B license to provide gambling services.
Genesis won among companies with over 1,500 employees. It is an ecosystem of product IT companies with over 25 projects. Among them are companies such as Jiji, BetterMe, Headway Inc, as well as OBRIO, Boosters, AMO Ta Universe Group.
