Investigators of the National Police of Ukraine have exposed a «dead souls» scheme at the State University «Kyiv Aviation Institute»: dozens of people were registered as employees, received salaries on cards, but did not actually work. As reported by the National Police, this is an organized group that operated in 2021–2024 and caused UAH 16.6 million in losses to the state.
According to the investigation, the management of the university’s security service was involved in the scheme. It was these officials who recruited «staff», issued hiring orders, and recorded non-existent working hours. The accrued funds were deposited into the «employees'» bank cards, which were used by the participants in the scheme, after which the money was cashed and divided among themselves.
Law enforcement officers conducted searches at the residences of three suspects in Kyiv. Equipment, mobile phones, and documentation containing evidentiary information were seized. All three were charged under Part 5 of Article 191 of the Criminal Code of Ukraine — misappropriation of property by abuse of official position, committed by an organized group on a particularly large scale. The maximum penalty under the article is up to 12 years of imprisonment with confiscation of property and a ban on holding office.
Investigators of the Main Investigation Department of the National Prosecutor’s Office, with operational support from the Department of Internal Security, filed a motion with the court to detain all three defendants. The procedural management is carried out by the Prosecutor General’s Office.
The university administration, according to official data, is cooperating with the investigation. The KAI notes that those involved in the transaction had been fired at the time of contacting law enforcement and have no connection to the institution.
