PlayCity fined eight casinos for reporting violations: the total amount reached 3.2 million hryvnias

Eight Ukrainian casinos received administrative fines of 400 thousand hryvnias each from the state regulator PlayCity for untimely submission of reports. This was reported by the Telegram channel of the Ministry of Digital Affairs. The total amount of fines amounted to 3.2 million hryvnias.
The violations relate to failure to comply with the requirements of the Law of Ukraine «On State Regulation of Activities Concerning the Organization and Conduct of Gambling.» This concerns the mandatory submission of reports on financial condition, compliance with licensing conditions, measures to combat gambling addiction, and other indicators stipulated by law.
The following companies received fines: Golden Bonus, WinBoss (twice — the main company and the «Slot Machines» division), F1RST, Royal Club, WIN, 4444, and Party Casino. Despite having licenses, the operators ignored the basic requirement — transparent reporting.
PlayCity emphasized that reporting is not a formality, but a tool for state control over casino activity compliance with requirements. Regular data updates help bring the market out of the shadows, protect players, and combat fraud.
Since 2021, a system of state regulation of the gambling business has been in place in Ukraine, which provides for mandatory licensing and reporting of operators. The PlayCity State Agency, established in 2024, performs the functions of monitoring and verifying compliance with the legislation. In recent months, the agency has been conducting a number of inspections to create equal conditions for all market participants and reduce abuses.
