According to the Ministry of Digital, the winners of the competition were «MSL», «Patriot» and «Ukrainian National Lottery». Now the companies have 10 days to submit applications for licenses. After reviewing the documents, the operators will have another 10 days to pay the license fee. Its amount is 22.4 million UAH per year.
The Ministry of Digital Affairs explains that the market has operated for years without transparent and uniform requirements, which has created room for abuse. Deputy Minister Natalya Denikeeva called the transition to licensing a step towards a predictable model where the rules become public and understandable for participants.
A separate block of new requirements concerns technological control. Operators must maintain electronic reporting so that the state can see sales volumes and payouts in real time. They are also introducing unique QR codes for each lottery ticket and each terminal so that people can check the legality of the point of sale and equipment.
The ministry adds that the competition is only a reboot stage: they plan to update the legislation next, which should consolidate the new model, remove monopoly distortions, and open the industry to international companies.
