The President signed a bill that will form the principles of cyber protection of state information resources. Previously, it was called almost legendary and here's why

«Despite the opposition of some haters, former deputy ministers of defense, and some public opinion leaders who worked in unison with the Russians to bring it down, the Law has been signed and will now work,» said People’s Deputy Oleksandr Fedienko, who was one of the initiators of the project.

The «Law on Amendments to Certain Laws of Ukraine on Information Protection and Cybersecurity of State Information Resources and Critical Information Infrastructure» was submitted for consideration by the leadership of the Verkhovna Rada of Ukraine on May 27, 2024.

The day after the failure of the vote on the law on March 12, People’s Deputy Fedienko harshly criticized the meeting and even proposed outsourcing the issue of cyber defense from the state, stating that in five years the parliament has never understood what cybersecurity is.

Oleksandr Fedienko called March 27 of this year, when the Parliament adopted the bill in the second reading, a «historical event.»

The draft Law of Ukraine stipulates amendments to some laws of Ukraine regarding information protection and cyber protection of state information resources, objects of critical information infrastructure, in particular, the law «On State Secrets», «On Information Protection in Information and Communication Systems», «On the Functioning of the Fuel and Energy Complex in a Special Period», «On the Basic Principles of State Supervision (Control) in the Sphere of Economic Activity», «On the State Service for Special Communications and Information Protection of Ukraine», «On Standardization», «On the Basic Principles of Ensuring Cybersecurity of Ukraine», «On National Security of Ukraine».

In particular, the law provides for:

• organization of cyber protection for the national system of government electronic communications with the expansion of the powers of specialized structures with the involvement of specialists from the private sector and the implementation of a system for responding to cyber attacks in accordance with European cybersecurity standards;
• procedures for authorizing the security system and obtaining a certificate of compliance with the information security standard,
• a set of measures to protect information constituting a state secret and information with restricted access,
• conditions for voicing information at the object of information activity,
• standards for cryptographic information protection methods and a system for assessing the state of cyber defense is being introduced,
• state control over compliance with legislative requirements in the areas of technical information protection and cyber defense, which should be carried out by the State Service for Special Communications,
• creating a professional network of cybersecurity specialists in all government institutions that process important data of Ukrainians,
• creation of a national system for responding to cybersecurity incidents, cyberattacks and cyberthreats regarding information, electronic communication and information-communication systems that process state information resources or information with limited access, the protection requirement of which is established by law, objects of critical information infrastructure, which will be organized by the State Service for Special Communications and will include CERT-UA and sectoral and regional teams for responding to cybersecurity incidents, cyberattacks, and cyberthreats created by state or local government bodies.

The law will generally come into force on July 17, 2025, but there are exceptions.
