The US is preparing tough rules for generative services: the GUARD bill requires platforms to block access to AI chatbots to anyone under 18 and forces service operators to verify the age of each user. Chatbots must also regularly inform that they are not human and cannot pretend to be human.
According to The Verge, the initiative was introduced by Senators Josh Gowley (R-MO) and Richard Blumenthal (D-CT). The document provides for age verification by uploading a government ID or «other reasonable method» (including biometrics), periodic clarification every 30 minutes about the non-human nature of the interlocutor, and a ban on any claims by the bot that it is human. Chatbots that generate sexual content for minors or encourage suicide are separately prohibited. Violations are subject to civil and criminal sanctions.
GUARD specifies age verification and disclosure requirements for chatbot operators; co-sponsored by senators from both parties, in addition to Holley and Blumenthal. The bill was spurred by recent Senate hearings, where parents and safety groups demanded limits on the risks of «companion bots» to teens.
States are already testing different regulatory models. In California, the governor approved a law requiring chatbots to clearly warn users that they are AI and strengthening safety protocols for minors; at the same time, he vetoed another, more stringent bill to completely ban children from accessing chatbots as too broad. Federal GUARD seeks to establish a single standard across the US, with explicit age requirements, dialogue labeling, and a ban on content that is harmful to minors. If Congress supports the initiative, AI operators will be primarily responsible for age identification and enforcing «guardrails» in conversations with minors.
