Valery Churkin called the creation of fully autonomous systems that make their own decisions, can more effectively perform certain tasks, and are capable of comprehensively performing the tasks set independently or in interaction with each other the most parity direction of technological development of our army. The government official emphasized that we are talking about the system as a whole, and not just about drones or other technologies.
«The system is the framework on which everything is built,» he explained. Valery Churkin also added that artificial intelligence should help in this direction.
According to him, in the short term, these will be systems that can help defenders make strategically important decisions.

However, Valery Churkin noted that there is still a moral question about whether to allow the system to make decisions about killing or destroying a person, even an enemy.
«We have a war and in general, I think this issue should not arise, but this is a moral aspect and Skynet,» the government official added, referring to the artificial intelligence system that rebelled and destroyed humanity in the movie «Terminator.»
In addition, according to him, the «weapons zoo,» namely the large number of engineers who create many different technological devices, gives Ukraine the flexibility and adaptability to gain an advantage over the Russians.
«This is a very big boost for evolution,» the Deputy Minister of Defense emphasized.
According to the government official, approaches to building a new warfare system are currently being tested and changed. Among the examples cited by Valery Churkin are the system for studying the implementation of experience, which is being adapted at an accelerated pace for the needs of Ukrainian defenders, as well as changes in doctrinal work, in particular, changing the methods of using troop groups when there are already unmanned aerial vehicles and ground-based systems.
