According to the calculations of TSU specialists, in 2024, manufacturers of the defense-industrial complex (DIC) did not produce more than 1.7 million weapons, although they had the capacity to do so. We are talking about drones and electronic warfare equipment. The reason for the underutilization of private manufacturers was the lack of government orders for them.
According to the counter data, you can see the total volume of underutilized capacities and types of equipment for which manufacturers did not receive government orders. Accordingly, the lack of orders did not allow the army to produce and supply:
Last year, arms manufacturers deployed only 37% of their total capacity. Of the 2.7 million units of weapons that manufacturers could produce, only 1 million units of military equipment were ordered by state buyers and charitable foundations.
The experts also reflected data on the export potential and foreign exchange earnings that could come to Ukraine if manufacturers could use the capacities not loaded by the state to fulfill foreign contracts for allied countries. The positive effect of such a partnership would be felt both at the level of Ukraine’s economic capacity and by the manufacturers themselves, who would receive resources for the development of innovations, the creation of more effective products for the military and technological race with the enemy.
The developers also plan to add a step-by-step life cycle of weapons production to the site to provide recommendations from the industry in the context of developments in the President’s Resilience Plan under the «Weapons» Clause.
