The Rada has registered a bill allowing all men of draft age to travel abroad during martial law
A bill has appeared in the Verkhovna Rada that proposes to abolish the current restrictions on men aged 18 to 60 traveling outside Ukraine. If passed, the document would allow all citizens of draft age to cross the border, regardless of category.

The project is registered under number 57194, its card is available on the parliament’s website. The initiator was People’s Deputy Oleksiy Honcharenko, who notes that travel restrictions create an imbalance in society and contradict the basic rights of citizens.
According to the explanatory note, the bill proposes to remove from the legislation the norms that directly prohibit the departure of men of draft age. At the same time, mobilization registration remains valid, and therefore, if necessary, men will be subject to return and conscription even after traveling abroad. However, the mechanism for implementing the bill, as well as how it will be implemented, is not clear.
The explanations emphasize that the goal is to eliminate discrimination, as currently certain categories of people (students, parents with many children, volunteer drivers) have the right to travel, while the rest of the men are effectively deprived of freedom of movement.
The issue of men’s travel during martial law remains one of the most controversial. In July 2025, People’s Deputy Oleksandr Fedienko registered an alternative bill that proposes limited travel abroad for certain groups. And on August 22, President Volodymyr Zelenskyy announced that the government would present travel rules for men aged 18–22.
Thus, several approaches are being formed in the parliament: from partial liberalization to complete lifting of restrictions. The new bill may become a starting point for a broad discussion on reforming the mobilization system and protecting the basic rights of Ukrainians.
