She said this in an interview with LIGA.net. According to the head of the regulator, in the first quarter of 2025, mobile segment revenues increased by 29,7%, and ARPU (average monthly revenue per user) increased by 33% compared to the same period in 2024.
Despite the increase in subscriber costs, the National Commission for the Protection of Consumer Rights does not predict an increase in tariffs due to Ukraine’s accession to the European roaming space. From January 1, 2026, Ukrainians will be able to use their tariff plans in EU countries without additional charges as part of the «Roaming like at home» initiative.
Malyon noted that mobile operators will still make changes to tariff packages to adapt them to the new rules. At the same time, the regulator will monitor that there is no discrimination of users. «I believe in competition. The one who offers the most attractive conditions for subscribers will win,» she emphasized.
In a broader context, the NKEK is working on several strategic tasks. These include creating an electronic regulatory platform for the digitalization of services, monitoring the quality of communication throughout the country, and preparing for the launch of 5G after the end of the war. The regulator is also synchronizing Ukrainian legislation with European legislation to ensure the stable development of the telecom market.
