According to Ukrposhta, the rule works in typical cases of non-delivery: the addressee did not come to collect the shipment, refused to receive it, or the delivery could not be completed for independent reasons. In such situations, the parcel either still reaches the recipient after repeated procedures in the destination country, or is returned to the owner without a second payment.
The company notes that previously, reverse logistics could become a separate expense for the sender and cost an average of $30-100 depending on the weight and destination country. This is especially painful for small businesses and online sellers: non-delivery abroad meant not only a loss of time, but also the need to pay for transportation again.
Ukrposhta explains that it was possible to make the return free of charge after agreements with international partners within the Universal Postal Union. Ukrposhta Director General Ihor Smilyansky stated that the decision should reduce risks for customers and support Ukrainian exports in the face of rising costs and competition.
In international mail, returns are a separate logistical route between national operators, and their cost is often borne by the sender. Ukrposhta states that these costs for the client have now been eliminated if the item is not delivered abroad.
