The Cabinet of Ministers has adopted a resolution that allows the transfer of developments tested in the Ministry of Defense system to factories. The idea is simple: if the technology worked in war, it can be quickly given to several manufacturers and supplied to the troops in series.
As reported by the Ministry of Defense, the resolution launches an experimental procedure for transferring state developments into production and determines who and how can join the program. The focus is on a simple rule: effective solutions do not lie «in a drawer», but go into series production. The state will purchase manufactured equipment for the Armed Forces of Ukraine according to transparent procedures.
Private and state-owned enterprises that already have defense contracts, are recognized as critical or are included in the electronic register of performers, can gain access to technologies and produce products according to approved technical specifications. The state retains the rights to development, controls quality, conducts audits and safety checks. If one factory is a «bottleneck», others are connected — this increases the pace and stability of supply.
For the front, this means faster saturation with proven models, a wider range of products, and less dependence on a single manufacturer. The mechanism also paves the way for cooperation with EU and NATO partners: the Ministry of Defense will be able to provide access within international projects, provided that the products go to Ukraine as aid.
The technologies remain the property of the state. Only verified companies are granted access based on clear criteria. The Ministry of Defense will notify the list of solutions open for production directly and through specialized associations and the Innovation Development Fund.
The war changed the arms market: successful models are often created by small teams together with the military, but «bottlenecks» in production slow down the series. The new order stitches state developments with business capabilities: reduces bureaucracy, shares risks, accelerates scaling. For the industry, this is a signal: the state is ready to open its technologies and buy the result if it strengthens defense here and now.
