The government launched the Transparent Construction application for digital inspections of construction sites
The Cabinet of Ministers supported the launch of the «Transparent Construction» mobile application, which should change the approach to inspections of construction sites and reduce the influence of the human factor when making decisions.

According to the Ministry of Digital Affairs, the new application is intended for specialists of state architectural and construction control and is used during on-site inspections of large construction sites.
The application works on the principle of a mandatory digital checklist. During the inspection, the inspector is required to go through all stages of the inspection of the facility, including assessing compliance with fire safety requirements, inclusivity, compliance with project documentation and building codes. It is impossible to complete the inspection without filling in all the items.
Special attention is paid to photo and video recording. Each stage of the inspection is confirmed by photos or videos taken directly during the inspection. Downloading files from the smartphone gallery is blocked, which makes it impossible to use old or third-party materials. All data is recorded in real time.
After the inspection is completed, the completed checklist is automatically transferred to the Unified State Electronic System in the Construction Sector. This digital document becomes the basis for making a decision on putting the facility into operation or issuing a certificate. This approach should minimize the risks of data substitution or informal agreements.
The new rules apply to objects of impact classes CC2 and CC3, including residential complexes, hospitals, commercial and public buildings. For private houses, the order remains declarative.
The results of on-site inspections become public. Anyone can review them in the EUDESSB before purchasing real estate, which strengthens the protection of investors and future residents.
The mobile application «Transparent Construction» was developed by the State Inspectorate of Architecture and Urban Planning of Ukraine together with the Ministry of Community and Territorial Development and the Ministry of Digital Transformation. The project was implemented with the support of the international programs UK DIGIT and DT4UA, which are aimed at digitalizing government processes and increasing transparency in the construction sector.
Previously, dev.ua wrote about how the Unified State Register is again available on the Open Data Portal after being closed in 2022. At the same time, it was published in a modified format: some information was removed from the public version so that businesses and citizens could check companies, but data that could harm security remained protected.
