This is reported by Focus, citing data from the Ministry of Justice, according to which more than 30,000 accounts were blocked. Restrictions are imposed within the framework of enforcement proceedings after a person ignores a fine and the case is transferred to the enforcement service.
The mechanism looks like this: first, a violation of military accounting rules is recorded, after which a fine is issued. If it is not paid within the established period, the materials are transferred to the executors, who can seize accounts and other assets.
It is at this stage that banks restrict access to funds. The decision is made not by the CCC, but by the state enforcement service within the framework of the current collection procedure.
Important point: there is no automatic blocking immediately after a person is entered into the register. Arrest is applied only after the fine has not been paid voluntarily and enforcement proceedings have been initiated.
It is also not specified how many of these 30,000 accounts remain blocked as of now, as some of the restrictions could have been lifted after paying fines.
Blocking accounts is a standard tool for enforcing decisions in various categories of cases, and not a separate new practice specifically for military accounting. In the case of violations of the CCC, we are talking about administrative fines that are forcibly collected through the enforcement service. The key reason for such restrictions is not the fact of receiving a summons, but ignoring the fine after the resolution is issued. This means that even a recorded violation does not lead to the blocking of accounts immediately, but only after going through the full legal procedure.
