This is reported by the Judicial and Legal Newspaper with reference to the Telegram channel of the head of the Verkhovna Rada Tax Committee, Danylo Hetmantsev.
Fedorov said that «no one has been able to implement this project for the last 4–5 years,» but the Ministry of Digital Affairs is already finalizing the tender for the system. It is expected that it will allow for the first time to effectively control the income of gambling operators and stop schemes that disguise payments as «return of deposits.»
However, Hetmantsev reacted sharply. According to him, back in 2024, the budget lost UAH 20.1 billion due to the lack of monitoring, and this year the losses reached more than UAH 10 billion. He gave examples of operators declaring «shocking» amounts: one of them, with a 7% market share, pays out 42% of winnings, while the largest market player pays out only 0,03%.

He also emphasized that the testimony of representatives of the new regulator PlayCity in the Temporary Investigative Commission confirms that it will take at least a year to launch the system, that is, no earlier than September-October 2026.
The law on the legalization of gambling was adopted back in 2020, but a key condition, the creation of a state online monitoring system, has not yet been fulfilled. It should provide real-time control over all bets, deposits and payouts, reducing shadowing and increasing tax revenues. In March 2025, the newly created PlayCity agency under the control of the Ministry of Digital Affairs became the market regulator. On September 2, it announced a tender for the development of the system worth UAH 30 million.
