The Ministry of Economy presented an update to the online platform «Pulse», which allows businesses to evaluate government services online. What has changed in the service?
The integration of the Pulse platform into the Single Taxpayer Cabinet was announced by Deputy Minister of Economy for Digital Transformation Oleksandr Tsybort. According to him, feedback from entrepreneurs will be digitized and will become the basis of the new Entrepreneur Satisfaction Score, a tool for improving public services.
Thus, the State Tax Service was the first among state bodies to join the «Pulse» project. Businesses will have the opportunity to leave reviews and ratings of state services directly in the taxpayer’s account.
The tax office reported that they are actively working on changing approaches to suspending tax invoices and classifying enterprises as risky. According to the state agency, the number of suspended invoices has decreased to 0,39%.
Deputy Head of the President’s Office Viktor Mykyta noted that the new digital tools introduced for effective interaction between government and business at all levels will allow us to quickly respond to the requests of entrepreneurs, support them, and form important initiatives for discussion at the Congress of Local and Regional Authorities under the President of Ukraine.

«Pulse» is part of the «Made in Ukraine» policy, initiated by President Volodymyr Zelensky. The platform was developed by the Ministry of Economy in consultation with specialists from the Business Ombudsman Council and implemented with the assistance of the Ministry of Digital Affairs through the «Support for Digital Transformation» project, funded by USAID and UK Dev. The project partner is the Bureau of Effective Regulation (BRDO). The Government Contact Center is involved in the implementation. The Business Council helps to set the development vector on issues of supporting entrepreneurship under martial law.
The Ministry of Economy announced the beta testing of the platform, where 22 state bodies could be evaluated at the time of launch, in April 2024.
«Pulse» consists of three main components: a dashboard, an information window, and a personal account. A request from entrepreneurs left in «Pulse» will be taken into work to fix the problem, and the entrepreneur will receive an answer to his request in the online account. After that, the entrepreneur will be offered to fill out two forms for evaluating public services to choose from — a short one and a long one. The first one covers assessments of basic criteria, and the second one — to share experience and indicate which government body or officials hindered entrepreneurial activity.
