«Pulse» is part of the «Made in Ukraine» policy, initiated by President Volodymyr Zelensky. The platform was developed by the Ministry of Economy in consultation with specialists from the Business Ombudsman Council and implemented with the assistance of the Ministry of Digital Affairs through the «Support for Digital Transformation» project, funded by USAID and UK Dev. The project partner is the Bureau of Effective Regulation (BRDO). The Government Contact Center is involved in the implementation. The Business Council helps to set the development vector on issues of supporting entrepreneurship under martial law.
The Ministry of Economy announced the beta testing of the platform, where 22 state bodies could be evaluated at the time of launch, in April 2024.
«Pulse» consists of three main components: a dashboard, an information window, and a personal account. A request from entrepreneurs left in «Pulse» will be taken into work to fix the problem, and the entrepreneur will receive an answer to his request in the online account. After that, the entrepreneur will be offered to fill out two forms for evaluating public services to choose from — a short one and a long one. The first one covers assessments of basic criteria, and the second one — to share experience and indicate which government body or officials hindered entrepreneurial activity.
