Zelenskyy signed a law that doubles the speed of mobile network construction in Ukraine
The new law will allow mobile operators to lease land for networks in just three months, instead of six months. This is an important step towards the digital reconstruction of the country, especially for remote and de-occupied territories.

According to the Ministry of Digital Affairs' Telegram message, the President signed Law No. 4321, which speeds up the procedure for obtaining land plots for deploying mobile networks. Thanks to this, operators will be able to more quickly build infrastructure that will provide stable mobile communications and the Internet in villages, along highways, and in regions where networks have been destroyed due to hostilities.
The goal is to cover 98% of the population with high-quality mobile Internet by 2030. In particular, the innovation will allow:
accelerate the restoration of communications in the deoccupied areas;
to provide stable internet along highways;
expand coverage in sparsely populated or hard-to-reach settlements.
Another advantage of the simplified placement of temporary base stations is the fact that operators will now be able to install them without the risk of forced dismantling, which is especially important during a period of active infrastructure restoration.
Law No. 4321 became part of the digital development strategy of Ukraine until 2030. The Ministry of Digital Transformation is actively working to eliminate the digital divide between regions. The plans include covering even the smallest villages with stable mobile Internet. In wartime, access to communication becomes not only a convenience, but also a matter of security: the ability to call emergency services or use the services of «Diya» must be guaranteed to every citizen, regardless of geography.
