As Interfax-Ukraine reports, the heads of Bolt, Uklon, and Uber sent a joint letter to the mayor of the capital, Vitaliy Klitschko, the head of the Kyiv City Military Administration, Timur Tkachenko, and the head of the National Police, Ivan Vyhivsky. In the document, they propose to introduce a model of night-time service operation agreed with the authorities, following the example of Lviv, where a similar scheme is already successfully operating.
Company representatives emphasize that currently night trips in Kyiv are often carried out in «shadow mode». This creates risks for both passengers and drivers, as well as for the city, which loses the ability to control transportation and receive additional budget revenues. In addition, the lack of an official mechanism does not solve the problem of access to transport for those categories of citizens who need to travel at night for objective reasons.
In Lviv, the situation was resolved in the fall of 2024. There, Bolt and Uklon resumed work during the curfew after agreement with local authorities. According to Uklon CEO Serhiy Grishkov, only those drivers who had special permits were granted the right to fulfill orders. This allowed combining the interests of business, authorities, and residents, ensuring transparent transportation conditions.
In August 2025, the head of the Kyiv City Traffic Administration, Timur Tkachenko, admitted that the capital has problems with issuing night-time travel passes. The letter from taxi services actually proposes a solution to this problem — through a single digital mechanism that will operate openly and in a controlled manner.
Thus, it is not only about the commercial interests of the platforms, but also about issues of security, transparency, and convenience for Kyiv residents. The implementation of the «Lviv model» could be a compromise solution between the needs of citizens and the requirements of the military state.
We previously wrote about the possible appearance of a driverless taxi in Ukraine. Uklon CEO Serhiy Grishkov reported that Uklon will begin exploring models of cooperation with autonomous vehicle companies in the near future.
