The State Service for Special Communications has blocked a number of domains of russian crypto services and payment platforms that were available in Ukraine

According to the government portal, the National Communications Commission of Ukraine (NCCU) under the State Special Communications Service has issued an order to implement Presidential Decree No. 103/2026, which put into effect the NSDC decision on sanctions. The document obliges providers of electronic communications networks and services to apply restrictions to legal entities on the sanctions list and temporarily restrict access to Internet resources from a separate application.

The application lists domains to be blocked, including noones.com, noones.app, noones.global, arvix.pro, sprintex.pro, sprintex.online, and meer.kg. Some of these services worked with a Ukrainian audience, including through transactions in UAH.

At the same time, the application with legal entities includes not only crypto-exchange or payment structures, but also organizations related to the blockchain industry. An important nuance for the news: many entries directly indicate the country of registration, and for some companies it is the Russian Federation. The list also includes legal entities from other jurisdictions, including Kyrgyzstan, Panama, Georgia and the UAE.

In fact, this is a broader sanctions solution, where crypto services are only part of the ecosystem, along with payment and digital instruments. For the Ukrainian market, this means further narrowing of access to sanctioned platforms that could be used for settlements and exchange of crypto assets.

The NCU order was published on the website of the State Service for Special Communications along with PDF attachments, which separately provide lists of legal entities and domains. These attachments are key for checking which resources and companies have been subject to technical blocking and sanction restrictions in Ukraine.
