The introduction of the classification was announced by Order No. 191 of the State Statistics Service of Ukraine dated October 28, 2025, which introduces NACE 2.1-UA from January 1, 2027 and determines the organizational steps for implementation.
The State Statistics Service assigned methodological guidance to the Department of Statistical Methodology and obliged it to prepare an action plan for the transition of statistics to the new system within 15 days, as well as to ensure the publication of the order on the website within three working days after receiving the electronic version.
NACE 2.1-UA retains the four-digit code structure, but synchronizes the classification with the European standard NACE Rev. 2.1. This should unify Ukrainian data with EU statistics, simplify international comparisons of indicators and increase the accuracy of internal analytics. For businesses, this means the need to re-identify activities taking into account the new wording and class boundaries, in particular for digital services, IT outsourcing, platforms and e-commerce, which were reflected fragmentarily in the old list.
The transition year is designed to minimize disruptions. Entrepreneurs and companies should check whether their actual profile complies with the new codes and, if necessary, update their statutory provisions, internal regulations, contracts with counterparties, accounting cards, as well as configure accounting software and integrations with banks, cash registers, and state registers. Licensed activities require special attention: a change in classification may require correction of licensing documents or notification to regulators.
For individual entrepreneurs and legal entities, the consequences will vary depending on the work model, but a common risk is errors in mapping old codes to new ones, which can affect reporting, tenders or partner banks. At the same time, unification with the EU provides tangible advantages: more transparent industry statistics, better suitability of Ukrainian data for international ratings and research, as well as easier confirmation of the activity profile in grant and investment programs.
