«I hope that in the next month we will be able to release the first release on drones,» said Alena Zhuzha during a panel at the Kyiv International Cyber Resilience Forum 2025 event.
DOT-Chaine Defense System is a module of the Dot-Chain system, which, as Rustem Umerov previously noted, will allow you to control logistics operations and supplies 24/7, monitor suppliers, and minimize corruption risks.
Military units will be able to place orders and select drones and related equipment for their use from the site’s online catalog. Alena Zhuzha briefly talked about how the system will work, in particular, the military will be able to select the product they need, put it in a waiting queue, indicating that they need this particular drone.
The system will be accessible to both drone users, i.e. military personnel, and manufacturers. This will allow for market-based regulation of supply and demand.
«Yes, the queue can give the military an understanding that their product has been accepted for use. And to manufacturers, that there is increased demand for this particular product, and accordingly, they will be able to speed up and deliver it faster,» added Alena Zhuzha.
Let us recall that the development of a new module in the DOT-Chain system, through which the Armed Forces of Ukraine will be provided with drones, electronic warfare and reconnaissance equipment, and ground robotic complexes, was announced by the DOT in early December 2024.
UPD. 13.03.2025 07:30 In a comment to dev.ua, DOT IT advisor Alena Zhuzha added that the developers laid the basis for the DOT-Chain Defence module by laying down a mechanism where military units in the system will have conditional virtual funds. These funds will not be tied to the hryvnia, explains the DOT IT advisor, but will be a kind of limit on what a specific unit will be able to order in the DOT-Chain system.
There will be no monetary settlements as such in the system, because the goal of DOT-Chain Defence is to digitize the process of those purchases that are carried out centrally. «These will not be funds that are in the accounts of military units, but in order to prevent a situation where one military unit came in first and had many drones available to it, which it scooped up all at once, limits in virtual money will be set for this,» explained Alyona Zhuzha.
She added that these limits will be set in the system based on the plans of the General Staff and other factors, such as where military units will be located.
«As a procurement agency, we don’t really want to get into who has plans for the future. But we want them to provide us with this data in Defence in a form that will be sufficient to understand what this limit should be,» the IT advisor to the DOT noted.
In the DOT-Chain Defence system, it was originally planned that in addition to drones, it would also be possible to order unmanned aerial vehicles, radar combat equipment, and other related products. But in order to test the system, they plan to start the launch of the new module in the DOT with drones. Alyona Zhuzha also added that this will not be the entire range of drones, but will select individual categories. «We will then see what other equipment we will need to start,» she noted.
According to Alena Zhuzhi, the DOT is creating a system in order to establish a supply mechanism in the procurement of the Ministry of Defense. «That is, here we are still talking about budget funds. But we do not have technical blockers to automate not only budget, but also other supplies,» she added.
