The Cabinet of Ministers has approved a procedure that should speed up the processing of permits for the export of weapons and dual-use goods, including drones.

According to the Cabinet of Ministers, the simplified procedure will work if Ukraine has a valid intergovernmental agreement with the importing country, which immediately includes safety requirements, control mechanisms, and other safeguards. That is, key inspections are postponed to the stage of preparing and concluding the agreement, and are not repeated for each shipment.
After the contract comes into force, the company will submit an application and a reduced package of documents to the State Export Control Service. The decision is promised to be made within 15 days. The government’s approach is designed for long-term projects, where supplies are made in series, not one-off, and where there is interstate interest.
In September, Volodymyr Zelensky announced the partial opening of arms exports for Ukrainian manufacturers, provided that they were surplus products that were not needed by the front. After that, the National Security and Defense Council outlined the framework of the procedure, and the first export contracts are expected in the second half of 2026. At the end of 2025, the Ukrainian Council of Arms Manufacturers stated that approximately 60% of the production capacity of the defense industry remained unused: the potential was estimated at approximately $35 billion, while actual purchases were at the level of $12-12.5 billion.
