The Ministry of Digital Affairs together with Kyivstar gathered leaders of four key areas — from technical to cultural and historical. The team includes well-known scientists, lawyers, and managers who will determine the standards and vision of the Ukrainian analogue of ChatGPT.
The Ministry of Digital Affairs reported on its Telegram about the composition and mandate of the group: experts must develop standards for the development and use of LLM, monitor their compliance, and, together with the ministry and Kyivstar, determine the vision of the project.
After the leaders are appointed, broader expert teams will be formed: from universities, industry, and the public sector. Kyivstar confirms its participation in coordinating standards and processes that should ensure high-quality localization and safe implementation of LLM for businesses and citizens.
The Ukrainian LLM is not just an engineering challenge. It must take into account regulatory requirements for data, historical sensitivity of content, and language standards. That is why the composition of the group is balanced between technology, law, culture, and linguistics. The Ministry of Digital Affairs previously announced plans to release a beta version of the model by the end of 2025, after which it will be opened to a wider audience for testing.
