According to the NKEC report on the provision of number portability services for 2025, during the year, subscribers ported 495,597 mobile numbers. The highest monthly figure was recorded in January — 145,290 portability. Then the pace decreased and in June reached a minimum of 20,452, after which it gradually increased: in December, NKEC recorded 42,183 portability.
NKEK also reports the balances of transfers between operators as the difference between the number of numbers that were transferred to the network and the number of numbers that left the network. Lifecell in 2025 received 307,855 numbers and gave 84,449, so the net increase was 223,406. Kyivstar recorded an outflow: 92,226 numbers were transferred to the operator, and 250,259 left the network, the difference for the year was -158,033. Vodafone Ukraine ended 2025 with an indicator of -63,709, receiving 95,147 numbers and losing 158,856. Separately, the report shows significantly smaller volumes of transfers for Intertelecom (-645) and Trimob (-1,019).
The NCEC report reflects subscriber migration precisely through number portability and shows the net balance for each operator. These data are not identical to the overall change in the subscriber base, as they do not take into account the sale of new SIM cards, deactivations, as well as transfers between operators by purchasing a new number without porting.
