The Ministry of Digital Affairs plans to implement "Diya.Office", "CNAP 2.0" and electronic court: draft government action program

The Ministry of Digital Transformation has identified a number of ambitious goals in the draft Government Action Program. Among them are the launch of "Diya.Office", the creation of "CNAP 2.0", and the development of an electronic court. The document outlines key areas of digitalization of public services and their integration with European practices.

The Ministry of Digital Transformation has identified a number of ambitious goals in the draft Government Action Program. Among them are the launch of "Diya.Office", the creation of "CNAP 2.0", and the development of an electronic court. The document outlines key areas of digitalization of public services and their integration with European practices.

As Interfax-Ukraine reports , citing the draft government action program, the Ministry of Digital Affairs promises to optimize the work of the government and civil service through "Diya.Office" - a platform that should reduce bureaucracy and transfer most processes to the digital plane. The updated "CNAPs 2.0" are designed to make the interaction of citizens and businesses with the state faster and more convenient. The electronic court, in turn, will ensure remote management of processes and document flow in courts.

Separately, it mentions the implementation of the "e-Excise" system to control the alcohol and tobacco market and the launch of the national educational platform "Mriya", which is to unite from a third to all Ukrainian schools in a single digital management system. The government plan also names the expansion of electronic services in the areas of social security, medicine, tax reporting, as well as support for veterans and entrepreneurs as priorities.

The updated program pays special attention to defense innovations. In cooperation with the Ministry of Defense, the Ministry of Digital Affairs will continue to develop the “Drone Line”, electronic warfare and other technological solutions. The Brave1 cluster has already provided more than 560 grants worth UAH 2.2 billion to developers of drones, electronic warfare systems and other projects. The next steps will be grant competitions in the fields of explosives, artificial intelligence and missiles - with the possibility of attracting more than UAH 100 million for a separate large-scale project. The Ministry of Digital Affairs emphasizes that digital tools will also become an effective anti-corruption tool. In particular, it is planned to launch an “e-Notary” and create a system for online monitoring of gambling licenses. This should reduce the scope for abuse and make state services more transparent.

Today, the "Diya" application is used by more than 22 million Ukrainians, and the ministry plans to integrate AI elements into it

This will allow automating some processes and making services even faster. Part of the plan concerns Ukraine's integration into the EU's single digital market. The document discusses the introduction of the EUDI Wallet digital wallet and the compatibility of the Ukrainian qualified electronic signature with European standards. This will open up the possibility of using Ukrainian electronic documents and services within the EU. An equally important component of the Government's Action Program is the development of communication infrastructure. The Ministry of Digital Affairs plans to launch 5G pilot projects, implement Direct to cell technology, provide Internet on trains, create a single roaming zone with the EU, and increase the resilience of digital networks to cyberattacks and emergencies.

A separate block concerns the transformation of education. The government is working on the construction of more than 200 underground schools and shelters, the modernization of 1,500 educational spaces, the creation of modern laboratories and workshops. From September 1, 2025, about two thousand schools will begin the academic year with the Mriya platform. It is also planned to launch Science City, allocate grants for 2,000 young researchers, and launch a STEM postgraduate program. Additionally, retraining of 100,000 teachers and 50,000 educators is envisaged, as well as the continuation of the free meals program for schoolchildren. Ukraine occupies a leading position in the field of digital public services in Europe thanks to the Diya application, where more than 130 services are already available. The Ministry of Digital Economy's plans for "Diya.Office", "CNAP 2.0", "Mriya", and digital integration with the EU, combined with defense and educational innovations, could be the next step in building a full-fledged e-state, where most services and solutions are available online and affect both the front and the lives of citizens.
