The Ministry of Digital Affairs explains in the material that civilian users need to prepare the serial and account data of the terminal. This includes the KIT number (serial number of the kit, if any), UTID or Dish ID, as well as the user account number on the Starlink portal. The algorithm then depends on who exactly is using the terminal.
For individuals and sole proprietors, the procedure is offline: you need to have a passport and a RNOKPP and contact the ASN administrator with a request to add Starlink to the whitelist. The service is free of charge, the admin checks the documents and accepts the application, after which the terminal should work without restrictions. The Ministry of Digital Affairs also indicates limits: one terminal can be added without demonstrating the device, and up to three terminals per person — only if each is physically shown.
For legal entities, verification is carried out online through the Diya portal. The company is authorized by the KEP, opens the service «Notification of the use of Starlink terminals», the system pulls up data about the legal entity from the registers, after which the applicant manually enters data about the terminals and the Starlink account number, checks the application and signs it with the KEP. After signing, the application is automatically transferred to the Ministry of Digital Affairs. For ordinary legal entities, a limit of up to 10 terminals is indicated, for enterprises with the status of critical importance there are no restrictions.
The Ministry of Digital Affairs separately emphasizes that this verification applies only to individual and legal civilian users. A different, secure algorithm is used for the Defense Forces.
Previously, dev.ua wrote about how the Cabinet of Ministers adopted a resolution that makes it mandatory to verify all Starlink satellite terminals operating in Ukraine. Unverified devices will eventually be disconnected from the network.
