In 2026, the Ministry of Digital Affairs will launch a nationwide screening of public services to collect them into a single database, remove unnecessary procedures, and prepare a plan to move some services online.

According to the Ministry of Digital Affairs, the state currently does not have a single resource that would consolidate all state and local services. As a result, different institutions may duplicate requirements and documents, and citizens and businesses may receive the same result under different scenarios, with additional paperwork and expectations.

During the screening, they plan to describe each service in the same detail: what exactly the provider does, what documents it requests, how much it costs, what are the real deadlines for implementation, how often people apply, and for what reasons people are refused. A month is allotted to fill out this inventory, and data must be entered by ministries, ASCs, local authorities, state and municipal enterprises.

After collecting information, the Ministry of Digital Affairs promises to apply AI analysis to find duplications, outdated procedures, and artificial barriers. Based on the analytics, a reengineering roadmap should be prepared: which services should be canceled as unnecessary, which should be simplified, and which should be completely digitalized. The department also outlined two goals for the screening: to reduce the number of paper certificates that authorities can already obtain from state registers, and to translate decision-making on changes in services into measurable indicators. To do this, during the inventory, statistics on applications, actual terms of provision, and reasons for refusals will be collected, in particular.

The Ministry of Digital Affairs calls screening the basis for a single standard of service quality across the country and one of the steps towards Ukraine's integration into the EU digital market.

Previously, dev.ua wrote about how the Cabinet of Ministers launched a two-year pilot on the digitalization of the labor market: Ukrainians will be able to search for work, get a job, and receive services from employment centers online through Diya, and later in TsNAPs. The basis of the project will be the Unified Information and Analytical System "Obriy".
