People's Deputy Honcharenko: "TCCs have no right to demand annual VLK, the law does not provide for this"

People’s Deputy Oleksiy Honcharenko reported that after his official appeal to the Land Forces Command, he received a response that confirmed the illegality of the CCC’s requirements regarding the annual passage of a military medical commission (MMC).

As the politician noted in his Telegram channel, the document clearly states that if a person has already been recognized as fit without restrictions, re-passing the VLK every year is not required. The old decision of the commission is not automatically canceled, and the CCC has no right to refuse a postponement due to an «outdated» conclusion.

The response also emphasizes: the law does not establish any liability for the absence of an «annual VLK.» Only those who were previously recognized as temporarily unfit or fit with restrictions must re-pass the commission.

«The CCC’s requirement to make a new VLK every year is an abuse. The law does not require this. Now we have an official command position that eliminates all manipulations,» Honcharenko emphasized.

Previously, territorial centers often required conscripts to bring updated certificates even after a conclusion of full fitness, which created bureaucracy and led to unjustified denials of deferments. The official clarification from the command removes such risks: now the procedure will become more transparent for most citizens, and the opportunities for abuse by the CCC are reduced.

Previously, dev.ua wrote about how the Cabinet of Ministers presented an updated draft of the Action Program for 2025–2026, where special attention was paid to the digitalization of defense processes. Among the key solutions is the creation of an electronic system «e-TCK», which integrates with «Reserve +» and should reduce the load on military registration and enlistment offices.
