In December 2024, Kyivstar subscriber Shevelenko I.V. contacted NKEC, complaining that when switching to a contract form, the operator transferred the remaining funds from his personal account to a bonus account without his consent.
During the inspection, the violation of the subscriber's rights was confirmed and a fine of UAH 51,000 was applied to the operator for non-compliance with the requirements of the Law of Ukraine "On Electronic Communications".
"Operators, when settling accounts with a subscriber during the provision of services, in the event of termination or termination of the contract, and when transferring a number to another operator, must not convert funds deposited into a personal account into bonuses or points without the subscriber's consent. After all, neither bonuses nor points accrued by a mobile operator under the terms of promotions are refundable," the NKEC explained .
The company must pay the fine to the state budget within 30 days from the date of receipt of a copy of the decision.
