Providers increased personal income tax payments by 80%, but 15% of companies declare salaries below the minimum wage

In the first five months of 2025, Ukrainian internet providers paid UAH 2.55 billion in taxes to the budget. This is 50% more than in the same period in 2024. This was reported by the head of the parliamentary finance committee, Danylo Hetmantsev, on his Telegram channel .
The personal income tax (PIT) showed the greatest growth: revenues increased by 80,4%, namely from UAH 0.4 to UAH 0.7 billion. Value added tax (VAT) increased by 56,1% and amounted to UAH 1.4 billion. Profit tax also increased by +29.4% (UAH 0.3 billion versus UAH 0.2 billion in 2024).
Progress is particularly noticeable in the VAT structure: the level of its payment has risen from 8,7% to 9,35%, which indicates partial de-shadowing of payments.
Separately, a trend towards legalization of salaries is recorded. According to the results of the first quarter of 2025, the average salary in the industry was UAH 17,160 compared to UAH 12,020 in the first quarter of 2024. At the same time, according to tax data, another 14,7% of companies declare salaries lower than the minimum, which is a reason for further verification.
The situation with 5,573 payers who were on the simplified system in 2024 was also analyzed. Among them:
3662 voluntarily changed the KVED and remained on the simplified system;
1,423 lost their payer status due to cancellation by the State Tax Service, with only 60 cases (18.9%) where the court ruled in favor of the payers;
350 entrepreneurs independently refused the simplified system, the rest ceased operations.
As noted, the market is showing positive developments, but a significant portion of players still operate in the «gray zone.» Therefore, the most problematic of them are currently being actively investigated by the Bureau of Economic Security (BES).
The Internet services market in Ukraine has traditionally been a segment with a high level of shadowing. Due to a wide network of small local providers and cash payments, a significant portion of revenues did not make it into official reporting.
