Ukraine is introducing an electronic accounting system for all cosmetics: manufacturers will register each product

Ukraine is launching an electronic cosmetic product notification system this year. It will create «electronic passports» for every cream, shampoo, or lipstick and harmonize rules with the EU.
Oleksandr Yemets, head of the state enterprise «Electronic Health», said that the new platform will become a single window for manufacturers and importers: before hitting the shelves, each product will have to be registered. As Ukrinform writes, he spoke about the launch during eHealth Day.
Currently, Ukraine does not have a centralized database with complete data on cosmetics, which complicates safety control and incident response. The e-system will close the gap: manufacturers and importers will enter the composition, labeling, and contacts of responsible persons, which will allow for faster risk tracking and recall of dangerous products.
An important part is the interaction with medicine. Healthcare institutions will receive information about ingredients that potentially cause adverse or allergic reactions. This will help doctors match patient complaints with components and form substantiated reports to the regulator.
For business, the consequences are twofold: barriers to export are reduced due to approximation to European practices, but responsibility for data accuracy increases — traceability becomes transparent for regulatory authorities and consumers.
In the EU, cosmetics are declared in the CPNP in accordance with Regulation (EC) No. 1223/2009. Ukraine is gradually bringing the regulation closer to these standards; digital registers are a key tool for integration. The launch of the system means a transition from disparate processes to a full traceability model, where safety is verified not only by the label, but also by data.
Previously, dev.ua wrote about how the Verkhovna Rada adopted a bill on the creation of a Unified Information System of the Social Sphere, which will unite state registers, databases, and social protection services.
