Ukrainian IT sector provided 3.2% of GDP and paid over UAH 50 billion in taxes in 2025
The Ukrainian IT market in 2025 not only survived the war, but also remained one of the key pillars of the economy. The industry provided billions in tax revenues, almost half of the export of services, and continued to pull related sectors along with it.

According to the Ministry of Digital Affairs, citing the study «Code of Economy» created together with the IT Ukraine Association, the total volume of the Ukrainian IT market reached $7.85 billion. According to the results of 2025, the sector generated 3,2% of GDP and paid UAH 50.5 billion in taxes. In addition, the technology industry provided 41,6% of the country’s total exports of services.
Separately, the authors of the study draw attention not only to the direct contribution of IT to the budget, but also to its effect on the entire economy. According to their data, every UAH 1 created in IT generates another UAH 1.09 in related sectors. One IT specialist actually supports 2.29 jobs in finance, logistics, education, or public administration. In total, there are now more than 305,000 IT specialists and 2,243 active verified IT companies in Ukraine. Together with related areas, the industry supports more than 800,000 jobs.
Another important finding concerns business resilience. The study found that less digitalized sectors grew by only 4,7%, while the High-IT segment grew by 19,9%. This is cited as evidence that technologically adaptive companies fare much better during times of crisis.
The picture in foreign trade is also indicative. About 80% of export revenues of the IT sector are provided by ten partner countries. The largest importer of Ukrainian IT services remains the USA with an indicator of $2.392 billion. It is followed by Malta, the United Kingdom, Cyprus, Israel, Switzerland, Germany, Estonia, Poland and the UAE.
The «Economy Code» study was implemented by the IT Ukraine Association and DataDriven with the support of the Ministry of Digital Affairs. Its main message is simple: IT in Ukraine has long gone beyond the boundaries of a simple export industry and has become one of the systemic sectors that directly affects the budget, employment, and the stability of the economy during the war.
