Ukrzaliznytsia plans dynamic prices for First Class and 1st Class Intercity and stricter ticket refund rules
Ukrzaliznytsia, together with the Ministry of Development and Tourism, has submitted changes to the rules and tariffs for passenger transportation for public discussion. The carrier wants to make prices more flexible in the premium segment and change the motivation for ticket refunds so that fewer seats are "burned out" before departure.

According to the press release of Ukrzaliznytsia, the discussion will last 30 days in an online format, and proposals are accepted by e-mail. Dynamic pricing is offered only for SV (luxury) and 1st class cars of Intercity trains in domestic traffic: the price will depend on the season, day of the week and how far in advance the ticket is purchased. In the future, after IT improvements, the cost should also be affected by the actual occupancy of the train. No changes are declared for reserved seats, compartments and 2nd class of Intercity on domestic flights.
A separate proposal concerns international trains: they plan to index fares for SV (luxury): from April, the price in these cars may increase by approximately 20%. No increase has been announced for other classes of international services.
UZ also offers a new refund scale for all tickets (all cars and classes), tied to the time of return:
15–20 days: 100% of the cost;
10–14 days: 90%;
5–9 days: 75%;
1–4 days: 50%;
less than 24 hours: on average about 30% (as of now).
The draft separately states that exceptions may be provided for military and socially vulnerable passengers (in particular, people with disabilities), as well as for trains to frontline areas - the mechanism must be developed by Ukrzaliznytsia.
UZ explains the initiative by the conditions of a full-scale war: infrastructure and rolling stock are under fire, and security and restoration costs have increased. The expected effect of the changes is more even demand, fewer "empty" seats due to late returns, and additional funds for repairs, service, and social programs.
