According to Mikhail Fedorov’s Telegram channel, the decision is directly related to the Russian use of Starlink for military purposes. The occupiers have begun to massively install satellite terminals on strike and reconnaissance drones, which allows them to be controlled in real time at long distances. Such drones are more difficult to detect and hit: they fly at low altitudes, maintain stable communication and are less vulnerable to electronic warfare.
As Fedorov explained, the only technical way to limit such use was to introduce mandatory equipment authorization. Ukraine is implementing this model in coordination with SpaceX so that only verified terminals tied to legal users operate on the network.
For citizens, the verification process will be offline: one free visit to the nearest ASN without additional certificates and complicated procedures. Businesses will be able to register online through the «Diya» portal using a simplified algorithm.
A separate procedure applies to the military. There is no need to contact the ASCs: a secure channel through the DELTA system is already operating for the Defense Forces. Owners of military terminals also do not have to transfer credentials or put the equipment on the balance of the units. It is enough to add the device to the list of authorized ones to avoid blocking.
Starlink has become a key element of communications on the front and in the rear, but its use by the Russians to control drones has created a new technological threat. The introduction of mandatory verification is aimed at depriving the enemy of this advantage, while maintaining stable satellite communications for Ukrainian military, business and civilian users. The government promises to publish detailed registration instructions separately in the near future.
