The Cabinet of Ministers has approved a policy for managing intellectual property in the defense-industrial complex, which establishes uniform rules for working with technologies created or financed by the state.

This was reported by Mikhail Fedorov in his Telegram channel. It concerns the introduction of clear approaches to accounting, distribution of rights and use of intellectual property in the defense sector. The policy covers developments created in the public sector or purchased with budget funds, and determines how the state and enterprises can use them.

The document provides for the protection of rights to defense technologies, the unification of rules for state customers and enterprises, as well as the creation of conditions for scaling up developments into production. In fact, it is about technologies that have already been created for the front faster moving from development to serial use without legal barriers.

A separate block concerns interaction with the private sector. Although the policy directly regulates the state segment, businesses can adapt these approaches to their own processes, which should simplify joint projects between the state and companies. This is especially relevant for developers working with defense contracts or creating dual-use solutions.

The document also includes an approach to standardizing rights management, which should reduce conflicts over technology ownership and accelerate their implementation. For international cooperation, this means more transparent rules of the game — particularly in projects where it is important to clearly define who owns the rights to joint developments.

The decision was made against the backdrop of active development of defense technologies in Ukraine. During the full-scale war, the state and private companies created a significant number of solutions, but the lack of unified rules on intellectual property made it difficult to scale them. The new policy should be used as a basic framework for faster launch of such technologies into production.
