Lessons and conclusions of Ksenia Semenova on the government experiment in corporate governance at KAI (NAU)
Since September 6, 2024, the former National Aviation University (NAU), now Kyiv Aviation Institute, has changed its organizational and legal form and become a state non-profit enterprise. The government experiment, in which, in addition to KAI, two more state universities participate and change the management and corporate model, has been going on for five months. Acting President of the institution Ksenia Semenova shared what the university and she personally learned from this experiment during this period.

Acting President of the institution Ksenia Semenova shared what the university and she personally learned from this experiment during this period.
«The first lesson is not to be afraid,» Ksenia Semenova began with a positive tone, as quoted by «Dzerkalo Tyzhnia».
In particular, the university learned two lessons during its participation in the experiment, according to the acting president of the institution:
Universities that will enter this reform, and leaders who will be uncomfortable with the fact that the supervisory board keeps them in check, should not worry — it has its own results.
The university’s supervisory board should include people with impeccable business reputations, under whose names large companies, international funds, and government programs will come. Recruiting officials or former employees to the supervisory board will not work.
Confirming the latter thesis, Ksenia Semenova gave the example of Ajax Systems, which opened an electronics laboratory at KAI (NAU). As she notes, the company thus provided resources under the names that are on the university’s supervisory board.
Among the conclusions that Ksenia Semenova herself did not take into account asacting president, the head of the university noted:
The team needs to be assembled as early as possible, because it takes a lot of time to select people. For example, we can’t find a candidate for the position of dean of the Faculty of Architecture for a very long time. There are people who want to, but they don’t suit us, and vice versa — a person suits us, but we can’t take them. The problem is that specialists who have very good connections with industry, with employers, have neither a PhD nor anything in common with scientific work. And scientists have never seen a real architectural project that has been built in their lives. Therefore, we are looking for a person who combines these two things. There are such people, but many have already been taken away by other projects and programs.
It is necessary to begin the digitalization of the university in all areas as soon as possible, because high-quality management decisions can only be made on the basis of constantly updated, reliable data.
