GovTech Ocean launched in Ukraine: the platform has collected data on over 250 government digital services

The GovTech Ocean platform has consolidated information on more than 250 government digital products in one place for the first time and opened them for search and analytics. According to the company’s press release, the database covers initiatives of state bodies, OVAs, city councils and private partners for 2014-2024, with the main mass of projects falling on 2020-2024. Users can filter solutions by area, type of service, level of coverage and technologies, and government bodies and development teams have the opportunity to add new items, maintaining the relevance of the data.
The platform’s analytics records a peak in activity in 2024 and a jump in launches in 2022, when digital services became critical for the continuity of government processes. About 80% of solutions have a national level of availability, another 11% were created by communities, and 6% were implemented at the regional level. Almost half of the portfolio was initiated by line ministries, a fifth by the private sector, which emphasizes the partnership model of GovTech development in Ukraine.
By thematic distribution, e-government, healthcare, social protection, education and IT are leading. The web platform format prevails, while solutions based on AI, XR or blockchain still account for a small share, which opens up the field for further innovations. About a quarter of services are already available from mobile devices, which is consistent with the «state in a smartphone» strategy.
GovTech Ocean was created by the Global Government Technology Centre Kyiv with the support of the Swiss-Ukrainian EGAP program, implemented by the Eastern Europe Foundation. The platform is designed not as a catalog, but as an analytical «mirror» of the ecosystem, providing managers and researchers with comparable metrics for planning service scaling and expansion at the municipal and industry levels.
Previously, dev.ua wrote about how the Center for Scaling Technological Solutions (CMTS), which deals with the digitalization of solutions for the military, announced a recruitment of civilians to work on the services «Army+», «Impulse» and other projects.
