In a letter from Alphabet lawyer Daniel Donovan to the chairman of the US House of Representatives Judiciary Committee Jim Jordan, it is noted that these are channels that were removed for previous rules on Covid and election misinformation. Such creators will now be able to submit an individual request to review the blocking within the pilot.
YouTube says its current Community Guidelines allow for a wider range of COVID-19 and election integrity-related speech than at the height of the pandemic. The pilot will include some of the creators and channels that were banned for political reasons, which the company has already abandoned. The platform clarifies that this is not a mass amnesty, but a case-by-case review.
Among the channels that were previously banned on these grounds, the media mentions pages associated with Dan Bongino, Steve Bannon, and Robert F. Kennedy Jr. Whether they fall under the new review rules is not yet known. On X, the company wrote that the restoration program will start in the near future and will be available to a limited number of authors.
The decision follows political pressure on major platforms in the wake of the pandemic. In March, Congressman Jim Jordan sent a subpoena to Alphabet CEO Sundar Pichai, accusing YouTube of complicity in alleged U.S. government censorship. In his letter, Donovan also said that during the pandemic, Biden administration officials demanded that individual videos be removed, even if they did not formally violate the then-current rules, and called such pressure unacceptable.
The company emphasizes that it will not hand over moderation to third-party fact-checkers, but will continue to show contextual information panels under videos. Donovan recalled that YouTube removed content with false claims about all approved vaccines in 2021, and the platform lifted some Covid bans in late 2024.
YouTube explains that the update is designed to align modern moderation standards with old sanctions. The platform reserves the right to continue to remove content that violates current rules, and will also work with contextual suggestions for viewers. The company speaks of its desire to support freedom of expression while countering overtly harmful narratives during socially important events.
