The Ministry of Digital Affairs, together with NVIDIA, is developing its own language model Diia AI LLM and AI infrastructure in Ukraine
The Ministry of Digital Transformation is launching a long-term partnership with NVIDIA, within the framework of which it wants to build its own artificial intelligence infrastructure for government services, defense, and local product development. This is not a separate service, but an entire ecosystem: from hardware and data centers to human resources and startups.

According to the Ministry of Digital, the new initiative is based on NVIDIA technology and expertise and should help Ukraine create a sustainable national AI platform that will work on Ukrainian data and within the country. The ministry emphasizes that in wartime, this is not only a matter of convenience of services, but also security and control over sensitive information.
The first joint project will be Diia AI LLM. This is a large language model that will be trained on Ukrainian legislation, public services, and typical requests from citizens. All AI solutions in the Diia ecosystem should work on this model: the already presented assistant on the portal, the future assistant in the mobile application, and internal tools for government agencies. The idea of “sovereign AI» here means that the state owns the infrastructure and models and does not depend on foreign clouds, where data of millions of Ukrainians can be stored.
NVIDIA will provide access to its specialized software stack for developing AI products, as well as to the accelerated computing infrastructure on which the models will be trained. The company’s team will consult with Ukrainian engineers, help optimize the costs of training and deploying models, conduct workshops and reviews of solution architecture. This should accelerate the launch of new services and reduce the risks of «first-time mistakes» when the state first enters such large-scale AI projects.
Separately, NVIDIA and the Ministry of Digital Affairs will also cooperate in training and education. We are talking not only about developers, but also about specialists in the public sector who will be able to integrate AI into everyday processes: from processing requests to analyzing large data sets for decision-making. The partnership also includes joint R&D projects and support for Ukrainian startups working with artificial intelligence.
The new agreement continues the course towards creating the AI Factory, an «artificial intelligence factory» that the Ministry of Digital is building as a national platform for critical state AI services based on NVIDIA accelerated computing. This initiative is part of the Strategy for Digital Development and Innovation until 2030, which sets an ambitious goal — to bring Ukraine into the top 3 world leaders in terms of the level of development and implementation of AI and to make the state as «agentic» as possible, that is, capable of proactively helping citizens through smart digital services.
