According to the Ministry of Digital, the new license will be the only legal basis for issuing and conducting state lotteries. All operators will work through an electronic reporting system that will allow the state to see lottery ticket sales and payouts in real time. Each ticket and terminal will have a unique QR code, which will allow checking the place of sale and the legality of the equipment.
The ministry expects that competition in this market will be shaped not by access to old schemes, but by product quality, technological solutions, and compliance with the law. Deputy Minister of Digital Transformation Natalya Denikeeva calls the competition a new starting point for the lottery segment and emphasizes that the starting conditions for all players should be the same.
Ukrainian companies, including those already operating in foreign markets, are invited to participate in the competition. Key requirements for applicants include: at least three years of experience in the field, a website in the .ua domain zone, and authorized capital of at least UAH 30 million. Companies associated with the aggressor country are not allowed to participate.
Documents are accepted within 20 business days — until December 29. The package must be prepared in Ukrainian and duly certified. It can be submitted in person at the PlayCity office or by email to [email protected].
After the application process is complete, the agency will draw up a list of winners within 15 business days, and operators will have another 10 days to apply for a license and pay the license fee.
At the end of November, the government adopted updated rules for the lottery market. They are intended to eliminate the «gray» zone, oblige operators to pay taxes and license fees, and at the same time guarantee transparent draws and real payouts to players. The new PlayCity competition is one of the practical steps in implementing these decisions.
