According to the Ministry of Digital Transformation, the future Register will combine several service scenarios at once. It provides for an online citizen’s office for submitting an application for self-restriction or initiating a restriction for a relative, authentication through the «Diya» portal for quick submission of a request, integration with gambling organizers for instant verification of the player’s status at the entrance, verification of the person according to the Demographic Register data, as well as enhanced mechanisms for protecting personal data and logging access. The project should be operational in December of this year.
Functionally, the system should provide 24/7 availability, audit of changes and appeals of applications, flexible limitation periods, as well as an API for market operators so that blocking is processed in real time in offline establishments and online services. For users, this means a single «window» for submitting an application and a transparent status of its consideration, for businesses — clear technical rules and reduced regulatory risks.
Applications for participation in the procurement can be submitted until October 26. Details and requirements for participants are published on the state procurement website. The winner is expected to ensure integration with «Diya» and state registers, perform a pentest, and implement SLA for critical components.
The Register of Persons, a key element of responsible gaming policy: it reduces financial and social risks for vulnerable groups, unifies the interaction between the state and the industry and creates a digital foundation for further market changes — from automated checks at cash registers and applications to analytics for surveillance and prevention programs. The expected launch in December should consolidate the transition to «by-default» digital control of compliance with restrictions across all channels of gambling services.
