According to the official publication of the Ministry of Digital Affairs and PlayCity, the government has adopted a package of decisions that changed the rules for legal operators. Licensing conditions have been updated and responsible gaming standards have been formalized for the first time. Operators must use tools for early detection of risky player behavior and respond to signs of gaming addiction.
A separate block concerns the fight against the shadow segment. According to PlayCity, in the first half of the year, more than 2,500 illegal online casino sites were blocked, more than 280 pages on social networks advertising illegal services were removed, and more than 52 million UAH in fines were imposed on bloggers and media for promoting gambling without permits. The department claims that this has reduced the visibility of the illegal market in the online space.
The regulator also reports on changes in the discipline of legal companies. This time, according to their data, 100% of licensed operators submitted reports on time, while in previous periods every fourth one violated the requirements. For problems with reporting since the beginning of PlayCity’s work, fines of over UAH 13 million were issued.
At the same time, the agency resumed issuing licenses to operators and B2B companies. Since July 2025, according to the regulator’s calculations, the budget has received over UAH 1.4 billion in license fees. This is presented as evidence that some business is moving into the legal field.
The next stage announced by PlayCity is the transition to digital control tools. The State Online Monitoring System for the Gambling Market and an updated register of persons with gambling addiction are under development.
